Check the facility environment temprature, can not too low or too high. Try to keep the temprature above 0°C.

Compare the voltage domains of CLK before and after to see if they are the same. Also, check the specific error reported by the hashboards. It's possible that 1.1V is within the normal range.
All peripheral CLK signals of S9 are high, around 1.1V. What could be the issue?
